Why has the City of Cape Coral implemented photo-enforced speed cameras in school zones?

To protect children, staff, and motorists, the City of Cape Coral has implemented the RedSpeed Camera program to reduce speeding and increase awareness in school zones. Automated enforcement provides consistent and fair enforcement of traffic laws, helping to improve driving behavior and keep students safer during school hours.

Where are the cameras located?

RedSpeed cameras have been permitted at the following school zones:

  • Ida S. Baker High School – 3500 Agualinda Blvd.
  • Challenger Middle School – 624 Trafalgar Pkwy.
  • Diplomat Middle School – 1039 NE 16th Ter.
  • Mariner Middle School – 425 Chiquita Blvd. N.
  • Trafalgar Middle School – 2120 Trafalgar Pkwy.
  • Cape Elementary School – 4519 Vincennes Blvd.
  • Diplomat Elementary School – 1115 NE 16th Ter.
  • Gulf Elementary School – 3400 SW 17th Pl.

When are the cameras active?

Cameras operate on school days only and are active:

  • 30 minutes before school starts
  • During school hours
  • 30 minutes after school ends

They are not active on weekends, holidays, or non-instructional days.

Important:

  • When school zone lights are flashing, the reduced speed limit is enforced.
  • When lights are not flashing during school hours, the regular posted speed limit applies.

In both cases, drivers who exceed the applicable limit by more than 10 MPH will receive a violation.

How do the cameras work?

RedSpeed cameras use radar or laser technology to detect speeding vehicles in active school zones. When a vehicle exceeds the limit by more than 10 MPH, the system captures photographic and video evidence. A certified law enforcement officer or traffic infraction enforcement officer reviews the violation before issuing a citation.

How fast must you be going to receive a citation?

A citation is issued if a driver exceeds the posted speed limit by more than 10 MPH in an active school zone.

Example: Driving 31 MPH in a 20 MPH zone will result in a citation.

How much is the fine and who receives it?

Violations carry a $100 civil violation. A Notice of Violation is mailed to the registered owner of the vehicle.

  • No points are assessed on the driver’s license.
  • It does not impact insurance.

Payment instructions (online, mail, phone) are included with the notice. Owners may also submit an affidavit if someone else was driving.

Can I contest a violation?

Yes. You may request a hearing before a local magistrate to dispute the citation. Instructions are included with the Notice of Violation. If no action is taken, the citation is transferred to county court.

Are there signs alerting drivers to photo enforcement?

Yes. Each camera-enforced school zone includes clear signage in advance of the zone, notifying drivers of photo enforcement and operational hours.

What if I believe I was ticketed in error?

System errors are screened and rejected before notices are sent. However, if you believe you were incorrectly cited, you may request a hearing or contact RedSpeed directly at (888) 249-9059.

What does the City of Cape Coral do with the revenue from these citations?

All collected funds go to the City of Cape Coral and are restricted to Public Safety use as outlined by Florida law.

What are the benefits of this program?

RedSpeed cameras provide consistent, daily enforcement in school zones without requiring additional officer staffing. They promote safer driving behavior, reduce the likelihood of accidents involving children, and allow sworn personnel to focus on other public safety priorities.
