Cape Coral Police Arrest Man on Sexual Battery and Extortion Charges

Cape Coral, FL – The Cape Coral Police Department has arrested 19-year-old Luis Serrano Arcila following an investigation conducted by the Special Victims Unit.

On April 10, 2025, the Cape Coral Police Department received a report of a past-occurring sexual offense that happened on April 11, 2024, in the parking lot of a shopping plaza in Southwest Cape Coral. A 17-year-old disclosed the incident to her parents approximately one year after it occurred, prompting them to contact law enforcement.

The minor told detectives she met Serrano Arcila through Snapchat. Serrano Arcila was a student at Estero High School at the time. During their online communication, Serrano Arcila requested and received sexually explicit photographs from the minor. Detectives learned he kept pressuring the minor to meet up with him in person, but she said didn’t feel comfortable with the idea. She said Serrano Arcila threatened to leak her photos if she didn’t meet up with him.

The minor reported that she agreed to meet Serrano Arcila in the parking lot of the shopping plaza because she believed it would be a public and safe location. She told detectives that after arriving, Serrano Arcila insisted on getting into her vehicle. Once inside, he forced her to engage in sexual acts against her will, despite her repeated objections and attempts to stop the encounter. She further reported that Serrano Arcila stopped only when he believed someone in a nearby vehicle may have contacted law enforcement.

Based on the investigation, Luis Serrano Arcila was arrested on the following charges:

  • 1 count of Sexual Battery (Second-Degree Felony)
  • 1 count of Extortion (Second-Degree Felony)
